Delivering Part of Medicines Stock Management Solution for Ukraine’s National Healthcare System

Sigma Software has successfully delivered a new Accounting module for the national automated information system eStock, designed to strengthen Ukraine’s healthcare sector through more efficient and transparent stock management. The project was implemented on request of U.S. Government-funded Technical Assistance Activity “Safe, Affordable, and Effective Medicines for Ukrainians” (SAFEMed), implemented by the Management Sciences for Health, Inc. (MSH).

The eStock system is a nationwide electronic platform for managing balances of medicines, medical devices, and supplementary products. It standardizes planning and approval processes, captures and aggregates procurement-related information from healthcare facilities, and enables decision-making at both regional and national levels. The number of healthcare institutions connected to the system has reached 663 and continues to grow.

From Discovery to Deployment

The development of the Accounting module for eStock began with thorough discovery, gathering feedback from all stakeholders and clarifying requirements – a critical step for building large-scale systems used by distributed users.

Sigma Software’s team then executed the full project cycle, including:

  • Designing and developing a complete set of features to manage medicine receipt, movement, utilization, and destruction.
  • Conducting high-load performance testing, ensuring the system can handle thousands of requests per second.
  • Applying modern data protection best practices in line with information security standards.
  • Integrating the module with the Diia Signature service for proven data validity.

The next stages will include the deployment of the new Accounting module, in particular through pilot implementation in selected regions and healthcare facilities. For patients – it will ensure continuous availability of medicines; for healthcare facilities – it will minimize the loss of medicines by way of reducing the number of rejects and surplus, for medical staff – the system will automate and facilitate the medicines stock management process; while for the whole healthcare system – it will provide a big picture and will help plan the procurement process better, getting more transparency and efficiency.
